Observed that employees were making buckets with clothes heavily stored inside. Too many cloths not enough solution. Making solution on top of cloths and not storing solution. Solution read at 50 ppm when stirred and cloths moved throughly. With this solution some cloths have no chlorine on them and some have too much. Corrected On-Site
