Upon inspection, observed raw open package of chicken fried steak over open case of biscuits in reach-in freezer. Operator moved raw chicken fried steak to lower portion of freezer during inspection. Upon inspection, observed partially cooked sausage patties 78f on cook line. Employee stated sausage patties were partially cooked approximately 45 minutes prior. Employee stated the patties are held until ordered and then fully cooked. Operator does not have TPHC procedure in place. Operator was provided handout and application during inspection.
