Observed quaternary ammonium solution in three compartment sink testing at 0ppm. Visible air bubble does not move while sanitizer dispenser is turned on. Person in charge began to remove main dispenser cap to manually add quaternary ammonium to water. Observed cooked chicken wings at temperatures of 51F stored on prep table at pizza station. Person in charge moved cooked wings to reach in cooler below station. **Corrective Action Taken**
