At rear of building two accessible green portapotties with no hand wash sink available. Two white portable toilets with hand wash sink kept locked only for staff use. Upon arrival white portable units were locked and needed person in charge to unlock. Upon inspection no running water for both male and female portable restrooms. Employees stated they have been using neighboring food establishments to use restroom. Person in charge had water line moved to mop sink.
