Observed employee squeeze soap into hands at hand wash sink then rub together without using water during the entire process then engaged in food preparation on cook line. No sanitizer bucket or three compartment sink set up, but tested on one tablet in three compartment sink to confirm proper test strips. **Corrective Action Taken**
