Observed ROP thawing in the refrigerated drawer under the grill not removed from the package. Manager opened the package on site.

No running water in the hand wash sink located cook line, as per manager they washed hands in the three compartment sink. Manager opened the water valve, observed hot running water was 85F. Coached manager on proper hand washing techniques and proper location.
